IPP Structures for African Power: An Owner’s Guide

African independent power projects stall less on turbine models than on offtake, fuel risk and who owns the commissioning date. Get the structure right first.

IPP deals fail when generation is treated as a commodity. Offtakers need firm capacity, lenders need contracts they can rely on, and operators need fuel and spares that survive the rainy season. USP&E brings verified equipment, engineering, EPC and long-term O&M together so the structure and the hardware move as one.

The building blocks

Offtake

Utility PPA, corporate offtake, mining captive with surplus sale, or behind-the-meter supply with grid export where rules allow.

Fuel risk

Who owns pressure, quality, interruptions and liquid-fuel bridge days if gas is late.

Construction risk

One EPC contractor accountable, rather than separate packages that leave gaps.

Availability

Who runs the plant after COD, plans major inspections and reports performance.

Common IPP patterns in Africa

Utility baseload or mid-merit. Grid code, offtaker credit and dispatch rules dominate. Gas turbines or large engine stations suit continuous duty when fuel is secure.

Mining or industrial captive. Load follows production, and island operation and fuel logistics matter more than tariff detail.

Bridge to permanent. Diesel or modular engines carry early offtake while the permanent plant is built. The contract must say when rental stops and permanent availability guarantees begin.

Data campus offtake. Continuity and modular growth come first. See USP&E data centre power.

Allocate risk early

  • Who signs off fuel quality and pressure before first fire?
  • Who owns grid studies, switchyard scope and utility delays?
  • Who carries heat and altitude derates at the actual site?
  • Who funds spares and major inspections after COD?
  • Who trains local operators?
  • Which events give the offtaker relief, and which do not?

A diligence sequence that survives lender questions

Settle offtake and credit first, then fuel and site conditions, interconnection and land, technology family, specific equipment, the EPC and O&M structure, and finally the lender pack. Document what lenders will ask twice: ownership of surplus assets, inspection history, grid-code compliance and measurable local content.

Offtake windows often close before long OEM queues open. Verified equipment from USP&E inventory can bring COD forward, with the same team taking it through EPC and O&M.

Plan your growth phase with FX-45

If your load will grow in phases, plan the later blocks now. FX-45 is USP&E’s new modular gas turbine, built for hyperscale and industrial growth: 45 MW in open cycle and 108 MW in a 2×1 combined-cycle block, configurable for 50 Hz or 60 Hz, with capacity slots from 2028.

USP&E is a full-service engineering, EPC and O&M company, not a broker. One team designs, builds and runs your plant, so nothing falls between contracts.

Common questions

Can a diesel bridge sit inside an IPP structure?

Yes, if start and stop rules, meter boundaries and the handover to permanent plant are written into the contracts before the first rental hour.

How does USP&E support IPP sponsors?

With verified equipment, engineering, EPC and long-term O&M from one accountable team, plus the documentation lenders and technical advisers need.

Where do we start?

Send your offtake draft, fuel position and target COD window to a USP&E engineer.

Facing a power challenge in Africa?

Tell us your load, fuel and timeline. An engineer will come back with options, not a sales pitch.
